Imagine how I feel! I was in 5th grade when Carter took office. I remember my dad saying we were in real trouble and that his job (Public School Admin) was about to get a lot harder. For the next 4 years I can remember reading in the paper about my father "lashing out against" the school board. I've gone back and read some of his points from paper clippings I have in my scrap book and dad was 20 years ahead of his time. Things he thought would become future issues and pitfalls have turned into disasters. In 1978 ( I think that was the date on the clipping) he said he saw the day when special education needs for kids, that were never intended to be educated in public schools, would reach 25-35% of budget. He went on to comment that those costs coupled with other increases were a shift from state to community responsibility and that they'd make it almost impossible to build new facilities.
