No, it was Bush, not "Bush-Cheney" that authorized "alternative interrogations" i.e. waterboarding. Congressional representatives also approved it. Cheney had no say in it.

Apparently only 3 people were waterboarded and none since 2003.

Say, why do you think Cheney had Halliburton's employees rape that woman anyway?
