My experience has been different. Systems (of all kinds) worked better and better (in most instances) after each iteration. 1.0 (or equivalent) never worked, 2.0 got better, but only after 3.0 did you see what they were really supposed to do. Of course, there are times when the designers of the system took the wrong path and nothing could be done to fix the system. In that case, it would be better to scrap the system and start over with another architecture. Never did I encounter that doing nothing was the best solution.

There are situations when you know better than to take on a grandiose solution or a solution that was radically different than anything that has been tried before. In that case, it would be wiser to wait and applying little band aide solutions.

I agree with you that human nature creates bullies and free riders who strain the system. In this case, the reality is that increasingly none of us can live on our own and we rely on a vast network of people just merely to survive. The trend is toward more interdependence and the bullies and the scammers have to be put in check. They would like nothing better than to be let loose and be allowed to prey on the vulnerable.
