For elective stuff? It is actually pretty common. And that is assuming you can convince the HMO to cover it all. When they do cover it, you usually are required to shuffle between several specialists to determine whether or not it is actually needed.

A waiting list would be more honest. At least that way some sort of metrics can be gathered. In our present system, that is impossible.
