They have higher personal income tax rates, and some of them have a VAT, but most countries have lower corporate incomes tax rates and some of them have lower capital gains rates. That and the fact that the different rates kick in at different income amounts, and the fact that there are all sorts of different tax breaks available in different countries makes it hard to give any sort of precise ranking. Then you have to consider state and local taxes.

We clearly are less taxed than the average rich country but its not clear that our taxes are the lowest.
