In order to deal effectively with this region you should first come to some intelligent perspective. One that considers your legitimate fears about terrorists hiding in the region and new ones being spawned … but you should also consider the perspective of decent people who aren’t terror prone and who see the region differently.

The region you are talking about is in the frontiers of Afghanistan and Pakistan border areas. It is not considered a criminal hangout by the people of the region or by Sunni groups world wide. Quite to the contrary it has long been advertised as the place to send your young men so they could be trained in the pure way of Islamic life by the local village Sheiks. They don’t call themselves wahabis as this term has come to be a put down. They don’t use the Al-Qaeda label but none of them would snitch on OBLs group. They are admired as elite scholars willing to sacrifice material prosperity for a decent life in the frontier. Not every pocket is training terrorists but the trainees in every pocket are probably friendly to those going through terrorist training.

This region formulated the Taleban movement which quickly swept across Afghanistan and conquered it without a war. Something that has never been done in World history. That movement would by now have spread through Pakistan and probably most poor regions of the world if not for their idiotic attack on 911... clearly they recognize their previous mistakes and are retooling.

Fundamentalist Muslims are flooding to the region and at a more radical level than pre 911. Musharaf sent his military to confront them and when they arrived there was no action. The soldiers (the ones who returned) refused to attack their brothers. Many of the people who complete their fundamentalist training return to the cities in Pakistan and Afghanistan to assume jobs in all sectors including and especially in military and political arenas.

As the Shi’ite Crescent started with the Al-Mahdi Army, the Sunni Crescent has begun here in whatever they come up with to be the new Sunni movement. I doubt it will be called Al-Qaeda or Taleban but it may. It should be obvious by now that they are not restricted by local economic or military resources and I am certain they intend to be a Khalifate Empire just as the Mahdi group does.

Referring to them as whole in the wall vagabond criminals is a dangerous underestimation of what may become a superpowered enemy in a few years. IMO
