If they are that close to sea level [or below it] they just need to build their walls a little higher to keep the water out. If they are below it, they already definitely have walls. People silly enough to live that close to sea level are going to be tsunamied so I don't see why I should pay for them to be moved to a higher level or pay for them to do anything else either. They made their choice. People do all sorts of dopey things then want me to pay to dig them out of their stupidity. Mqurice
