I think they should just remove the cap entirely. Anyone that makes more than 91k/yr can easily afford it. Then make whatever adjustments that are needed beyond that. That sort of changes the original justification for SS. If it becomes a huge wealth transfer there will be political consequences. But the final adjustments are open to debate. There are a lot of things that can be adjusted. And it's mostly temporary to take care of the post WWII baby boom. I guess we should have discouraged procreation after the war.
