There is no "their system". Each country has a different system.

Also "cheaper than ours" in other countries, doesn't amount to a statement about why its cheaper.

And weather or not you like the analogy, its point is valid. A small sample doesn't normally give results you can count on when your dealing with complex issues.

That's not the point being contended or the point being illustrated by that analogy. The point being contended is your notion that one is a meaningful sample. You still don't get that. Which means either that 1) you're so wrapped up in the notion that the thirteen are cheaper than the one that you can't refocus onto the point being made or 2) you are so unfamiliar with the rudiments of analysis that you really don't grasp that you can't generalize from one instance. I've been assuming the former. Perhaps I'm mistaken.
