Notice the decline in ending stocks over the three years. This is in a context of increasing population and increasing preference for a better diet, including more meat; and rasing pigs and cattle uses grain that can feed human beings. Then there's the ethanol thing.

The world has in storage something like a seven-week supply of food grains, which must be continually replenished by year-round harvests from north and south of the equator.
