Well it's true enough, if we bear in mind what is really meant by "progress" in that context - the creation of a transnational regulatory agency with the power to enforce curbs on carbon emissions. On those countries it decides to notice, of course. On that the list the US looms so large that I'm not sure if any others even qualify.
