How much research are the insurance companies paying for?

Directly, very little, probably almost nothing.

Indirectly? A huge portion of it. They pay for the drugs, the income from the drugs funds the development of new drugs.

The majority of drug and procedure research is paid for by the government and research institutions,

The majority of the basic research might be paid for by government funds. The majority of the cost of actually developing products, and then getting them tested an approved is paid for by the drug companies.

Even a slight decrease in drug company R&D is probably a stretch.

I see, in your world if specific types of investments become much less profitable (in absolute terms and compared to other investments), people keep pouring the same amount of money in them. You don't even get a slight reduction in the invested capital. Interesting world you live in.
