nicotine should be systematically removed from pre-rolled cigarettes over a period of time by a regulatory mandate. I don't think this would work. It would simply create a huge black market in "real" cigarettes - and an entire new illegal industry. As most former and current smokers will probably agree, nicotine is a very nice drug - when you feel tired, it will perk you up, when you are upset, it will help you calm down... Doesn't sound bad at all - except that it is also very addictive, and - at least in most "traditional" forms of using it - terribly harmful.
