Don't they all? Siemens, Ericsson, Nokia and more. Only some do it in more subtle ways, I guess. Siemens decided to "go direct" in this department, paid a high price as settlement to their former Saudi Arabia agent to get rid of him for instance. Stupid!!!
Others just have a local agent, pay him a 10-15% commission on the big infra structure or defense deals and don't ask any questions about how that money is used. Best way to avoid direct exposure.
Unfortunately, in certain regions of our world no big deals go through without some "lubrication" (in Japan "peanuts") of the main parts of the local machine.

Yes, I recall the Ericsson Swiss case, which mainly was uncovered by the Swedish IRS.
