Would Chinese actions also force Japan to follow with higher rates?

No. In spite of attempts to deny it the Teitmeyer Doctrine is still the law of the planet. To the extent that China pegs to the dollar, to that extent the US will be dragged by China's monetary policy. China doesn't want that because retrograde action caused China's need to tighten might slow US demand for Chinese export designated output, so China is lowering the very elastic fixed conversion.
