Actually, Bush did. Well, not all, but pretty close.

Although Bush and President Bill Clinton each dismissed nearly all U.S. attorneys upon taking office

Well, all of the cases you noted, the voter fraud was prosecuted in the federal courts. The DOJ can get involved in any federal election fraud or if the locals ask them to.
