Cheney is responsible for this. He's the one who gave them all those huge no-bid licenses to steal and automony to break any rule they felt like, Blackwater too, all in an attempt to privatize and rip off our military, and create a shadow army of mercenaries loyal to no one but their paymasters.

Cheney is one of the biggest criminals in US history. He has betrayed his country.
