You hit the nail on the head. Broadcast news viewership has declined substantially over the years. They get their current audience as spillover from local news. In order to stem the tide, they have resorted to magazine level stories. Every broadcast has two or three real national or international news stories and the rest is feature. Time insensitive material, like medical features, fill the 20-23 minute time window. And they all end with a light quirky feature, often featuring animals. It's a formula.

Real TV news junkies go to cable exclusively for national news.
