As a personal filter to what you spend time and effort to pay attention to, the fact that someone lied or has made crappy arguments in the past, probably makes some sense.

As evidence that the points they raise are incorrect, it doesn't make sense, and is a form of ad-hominem fallacy.

And in this case you don't show either contention to be true, so its rather debatable even as a personal filter.

Basically you take at least somewhat reasonable arguments, decide that they are in your crap filter, and so you don't have to give any weight to any point that made by people who make such arguments. That's not a good way to try to understand reality. It tends to lock you in to certain positions, and mentally elevate the certainty of those positions.
