Seems pretty easy to speculate their intentions. EA block 176 is the gulf of mexico, as is CMA block 306 and REAG block 12.
It is the only block that is the same across all those geographic types, and it's singled out that way because...well...nobody lives in the gulf of Mexico so communications companies don't care for it and about the only one that would have a use for it is an oil company. Chevron could potentially pick up the gulf of Mexico in every auctioned block, for very cheap.
