well there are probably 2 million "3 strikes your out" prisoners available who were locked up for things like stealing golf clubs from a pro shop when they were 19 because they felt cheated by the pro. Seriously we have prisoners in life imprisonment for things like that here. Things are way way way out of whack on the prosecutorial side in CA. Although not as bad as Colorado from what I hear where any 17 year old kid that is even near some kind of homocide- for any reason- is getting locked up for life.

so anyway letting "criminals" out would be one very easy way for CA to deal with budget shortfalls.
