They surely enjoy spending money they don't have down there.

Same problem in our country... except that they seem to manage to finance it by cutting costs somewhere else, every time, and they have avoided to lower the tax significantly, so that we still have a surplus, and are debt free.

It is a dangerous path to make the government pay money to people. The more people that think they depend on that money, the more election topics will turn to spending more money. That's what has happened to some countries in west Europe.
