They live in the same state. But Dumbya and Cheney Insaney solved that problem by just pretending the Dick still lived in Wyoming. There is nothing that prevents a former President from running for VP. Reagan was trying to get Ford to be his running mate, but Ford wanted too much power. The problem would come after he poisoned her. He cannot serve another term as President, even though the Veep is supposed to do the job. So, Nancy Pelosi would be Prez and her hubby would never allow her to keep Bill on as Veep.
