I like the idea of taxing consumption rather than savings. If you want to own a $100K car, you pay a big tax. A $20K car would cost proportionally less in taxes. Same thing for a $2000 suit vs. $100 suit. Food items should not be taxed at all, or very little. So, in really it is sort of progressive. I think this - on top of a moderate flat tax - may work.

there are quite a few laborers and folks who sell products and services that barter or on cash basis to avoid flat tax or consumption tax.. i expect there's a whole underground in EU.

a good example was when the euro was coming in. tons of money was coming out from under the mattress to spend their currency before going on the eu.
