The "state" system is an anachronism as it pertains to the EC. Nothing prevents states from going to PR but the small states are not incented to do that. Thus we have this potential logjam that requires a constitutional amendment. Constitutional amendments are constitutional.
By the way in CA there is a movement to go to PR. Its a republican based movement to screw around with winner take all in democrat large state CA. I think you can see the absurdity of this different measuring for each state being permitted making the minority thing more likely.
