Although it sometimes is possible for private parties (pharmaceutical companies mostly) to maneuver past the governmentally mandated hurdles to conduct research in this area... there are a few simple facts to be aware of there as well.

Independent research is done right here in the good old USA, they just have to get a permit from the USDA and the security of the field and lab has to be inspected by the government. But even if you say was true (its totally fabricated) they could always do a study in a country where the drug is legal.
