I think it's more likely that it will take hard times --- possibly financial crisis heaped upon financial crisis to bring about the 'paradigm shift' that would be required.

Your point about "independents" is well-taken.

It could be key to effecting change.

If the two big Parties see enough public support and interest shifting to third parties (any... all...), and the numbers of people registered officially as Independents continues to surge, with concomitant declines in registration by the two old parties --- there may come a point at which one or both of them panic about their loss of influence and actually come around to absorbing and enacting some of what the public wants: smaller government, lower taxes, and balanced budgets.

In the past this was often how change happened in politics --- some small group came on the political scene, advocating something the public wanted... and their ideas were ultimately co-opted by a big party.

I suspect this will be the way change happens again.
