I feel like the article should have made it clearer.

Was perfectly clear to me.

There's nothing wrong with government helping to "grease the skids," but the money really ought to be wisely spent on research toward more efficiency, not foolishly spent on stuff that cannot sustain itself economically.

There is a lot of private and public money being spent on research... it seems to have a life of it's own at this point. I'm not sure of the ultimate limitations, but it sort of seems like Intel in the mid-90's ort maybe earlier (without quite the velocity of improvement).

But we need to start implementing to achieve scale, and the government could help with that hurdle. Remember there are all sorts of subsidies for the competitive technologies.

You should switch to photovoltaic design.
