steal capital is barbarian. Vikings, Mongols, Conquistadores, British Navy, and the hegemon... Spread capital is not stealing. It is capital moving accoridng to natural laws. There's no 'me' nor 'you'. It is a point in space. IT is totally obvious that a country with 5% penetration is a magnet for capital while a country with 144% penetration is expelling capital. It is the law of the big numbers. No matter how much you put in a highly developed country the system no longer responds to the injection of capital Thus capital moves to the place where a little injection of capital produces an huge response.
