OK, thread. I have a riddle for you, that I'm hoping the neocons, Republicans, Democrats, and Independents on this thread will help me decipher.

Recently, H.R. 3996, The Tax Increase Prevention Act of 2007, was passed, which was intended to ameliorate the effects of the AMT. So here are some little known facts:

The cost in terms of revenue to the government, which will be lost since the Republicans refused to allow the Democrats to tag on a way to pay for the bill, amounts to $50B for the year 2007. Divided over the population of the US of 300M, that comes to an average cost of $167/person.

Now, according to the following website, the average benefit per person = $29:
washingtonwatch.com

So can anyone explain how a bill that cost $167/per person ends up benefitting the recipients to the tune of only $29?
