We need total reform for our educational system and I don't know how to do it or if it is even possible at this late date... Yes, we do. And it's almost impossible to achieve. But it is happening slowly, though Charter schools. As far as our place in the world, remember that the scare quotes you read are not adjusted for demographics. When you pull out our minorities and look at who is getting though the our top Universities, we rule the world in innovation and the use of it.
