Iran is a nation state, where as, Al-Qaeda is not. Nation States are subject to the econonic and diplomatic pressures of internationalism.

It would be a closer, although not exact, comparison between Al-Qaeda and the Mahdi Army. The Mahdi Army (Al-Mahdis) have been linked to the deaths of thousands of Sunni Arabs in Baghdad, Diyala, Basra and other areas. The Mahdi Army has infiltrated the militaries and governments of Iran, Iraq, Syria, and Lebanon. Al-Mahdis have declared Jihad against the Western organisations as have the Al-Qaeda. Al-Queda is doing the same things in Pakistan, Afghanistan, Turkey, and Arabia that Al-Mahdis are doing from Iran to Lebanon. Al-Qaeda has a broader base of cells operating internationally because Al-Mahdis are more isolated culturally ... so far. Both are using a shadow approach to recruit, train, and then infiltrate organized establishment.
