The article proves that your claim has been wrong all along. The US funds more research than anyone bar none.

It disproves your point about the government paying most of the research cost.

"Principal research sponsors in 2003 were industry (57%)...

...The proportion of biomedical research support that comes from industry has remained relatively constant from the 1994 to 2003 period, ranging from 56% to 61%. The NIH is the next largest funder at 28%. State and local government support and private funds accounted for 5% and 3% of biomedical research funds, respectively."

That's lower than I thought it would be but its still the majority of the cost. And it probably doesn't include any of the costs for testing and approval after the drug is developed, that vast majority of which is borne by pharmaceutical companies.
