I'm sure if everyone reads the decision they will find that WCDMA is not mentioned once in the entire decision.

The portion of the order that covers the 6857686 patent gives an injunction for all of Q's WCDMA chipsets (6275, 6280, 7200 etc).

However, it isnt like this patent is a core air interface patent. It covers video encoding. At least as a short-term solution, shutting down video encoding feature wouldnt seem like that big a deal. It might piss off some customers, but that is better than shutting down the supply of US WCDMA handsets entirely.
