Verizon's deal with Broadcom was for a portfolio of inventions beyond the ITC material that was remedied with that injunction, then stayed. In this current action there is a "proposed stipulated amendment to this Permanent Injunction dealing with any necessary modification to the Permanent Injunction in light of the Verizon Agreement...." The proposed amendment here serves as an exception. In other words, nobody else is off the hook.

My sense was that Q had to cover for Verizon following the ITC injunction, although others here figure Q was relieved and Verizon was coughing it up themselves.The stay rendered Verizon's decision premature ( so what, if Q was covering), while this new injunction justifies their perception that they needed something more than a possible stay on the first one for a reasonable degree of stability and predictability. Other carriers are likely to take the same line.
