Oh, "year to year" was fine, within City Limits. We don't know from that if County went down. I suspect it did. And even though there was some "kill any blacks," by the Mexican Mafia, it probably didn't amount to more than 4 or 5 deaths.

When you look at a map of LA, the "city/county" lines are a checkerboard. Plus, you have all the little cities surrounding LA. maps.google.com

But I have no doubt that Bill Bratton did one hell of a good job. Perhaps "Jack Dunphy," the LA Cop who writes for NRO, will do a column on it.

Unfortunately, the last place you can get good info on this subject is the LA Times.
