No, if there were such proof, the Democrats could impeach Bush. They know they don't have grounds so they are sanely backing off from that. Unfortunately, the insane parts of the base (see your closest mirror) don't understand that.

Democrats could impeach Bush, and Bush deserves it many times over, but they mad a calculated decision not to, maybe because Bush only had two years left. <aybe because all the Repubs who led Whitewater were booted out of office afterward. A third reason might have been to avoiding having a sitting GOP president running for re-election. And of course Cheney would have to be indicted and booted out first. Nobody wants Cheney as president except the real fascists. As bad as Bush is, Cheney is worse.

All of the above are valid reasons but a real shame. We would be a much stronger democracy if we showed we're still able to boot out our most corrupt presidents.

Oh yeah, I believe impeachment also takes something like a two-thirds vote, so Dems alone wouldn't be able to do it. So blame the GOP too. This is the #1 reason along with our troops not being brought home that congress is so unpopular.
