As I understand the unemployment rate, those people who use up all their benefits after, I believe, 6 months, go off the rolls. They may be still unemployed but they are not included in the unemployment rate. I suspect there are a lot of people who fall in this category. Its a concept that Ten seems to have difficulty understanding.
