The development of the microprocessor was hardly subsidized with millions, even billions of tax dollars.

Besides, it doesn't matter who develops the technology first. I don't think the fact that America invented the car prevented Japan from excelling in the automobile industry. Nor did the Manhattan Project prevent the Soviets from getting the nuke.
