Its happening in some states. Certainly it would be good if it would expand to more, and also its possible some of the reforms don't go far enough. But while limits on pain and suffering, tighter controls on punitive damages etc. might be useful, the real reform that is needed may be a reform of our legal culture. That isn't something that can simply be imposed in a top down manner, even on a state by state basis. I'm not sure how you get there from here.
