Nooooo......If there is a question of interpretation (which the 1830 debates involved), the Amendment can be used to end the debate...but in such a case it does not mean there was a right that existed previously that was then changed; it clarifies a question so that there is no debate about the original intent. It's what the Supreme Court does all the time...
