Note the date

Oh sorry I forgot that political risk means risk to the persecutors not the persecuted. Thank goodness Correa was elected to rid Ecuador of this type of goon, in that case personified by the Bonita Banana criminal Noboa.

I guess political risk when it comes to resource investing needs to have some clarification?

I feel a bit queeesy investing in countries where companies claim there is no political risk, especially oil companies which I largely stay away from, who thrive in an oppressive regime but get their heads handed to them when the people rise up to defend themselves

A better answer to your question is can a zebra shed its stripes?
Guyana has a horrible record of judicial, electoral and human rights violations so the date doesn't matter. Look at Kenya now, once considered a stable country is now anything but. Yes things can change back and forth but for Claude to state that there is zero political risk is not smart imo.
