People try to cheat the system and then they complain when the State puts cameras in their houses to keep them honest. I can just hear Arnold - I don't WANT to take this step, but honestly, what else can we do? People are bypassing the eco-controls.

To fix government imposed thermostat setting, merely point a portable heater at said thermostat. Problem solved. At least for air conditioning.

Or move out of California.

Way back in the old days setback thermostats for heating had a little heater under the thermostat to lower the effective setpoint at night.
