It would violate the Constitution for one. 14th and 26th Amendments.

Second, who would administer your "tests?" Who would set the questions? Do you honestly think there is a person in the US who could set up a basic skill test to vote without slanting it?

We are a representative republic, once over 18, without felony convictions and few other reason, we get to vote, period. Anyone who is for regulating that in ANY way has an agenda. Said agenda is surely aimed at furthering the this person's interest over that of this country.

Testing in order to vote would be abused worse than a red-headed step child.
