Well, based on the accounts where the press reported his whereabouts during a crisis, it seems the only time he is actually at his offices is when something needs to be done. There were several cases when someone was stopped on the grounds or an unidentified plane broke the airspace over the White House, and in every case Shrub was jogging or riding his bike or doing something other than being in the affected area. Given the odds, it is pretty safe to assume that about the only time he is there is when there is a camera crew there...
