It depends on if you are talking an ideal system or reality. In an ideal system there would be networks of cheap 'maintenence clinics' that were very competitive, where you could go for the very routine stuff and pay a very low price for it... a "$19.95 10 minute oil change" (has anyone ever actually had an oil change that only took 10 minutes?). It would be like getting a flu shot... now a days you can get one at a bunch of pharmacies for $10 or whatever.

But that's not the real world. I'm afraid we're stuck with the monster that our convoluted system has created... and that is "free" healthcare with a minimum co-pay.
