That is the ruling of the Democratic party, and it will stand. Now, whether people selected by the Michigan and Florida state democratic parties to be delegates get to go to Denver, have fun at the convention, and "sit down" in chairs there, is NOT an interesting question. Of course, they will get to visit, have fun, and sit down (which, by the way, is what people do at conventions...unless they are actually brokered or close to being brokered which last nearly happened in 1984 between Hart and Mondale.) In the event of a brokered convention, the Michigan and Florida delegates will NOT be allowed to determine the nominee. If a ruling were made to change this, and that ruling actually proved decisive in determining the nominee, then there would be utter chaos at the convention, and that is NOT something that Democrats will/should tolerate. I can't see Michigan or Florida being allowed to vote at the convention under ANY circumstance. The states are being punished for messing up the calendar. Obama won't campaign in Florida or Michigan so they won't matter nationally in the slightest. This isn't like Rudy sitting out because he can't win, this is sitting out because they truly aren't recognized by the national party. As far as the effect in the General...well that's not going to matter because the eventual Dem Nominee will campaign in both MI and FL no matter what. From a legal perspective the delegates can't possibly count. Millions have been spent, people have now dropped out of the race that might not otherwise have, media buys would different...the list goes on and on. Basically, campaigns have relied on the party nomination schedule, they've based their strategies on it, thousands of people have spent time based on that calendar. They won't be counted, bet all the money you have on it. The FL and MI delegates will only have their votes recorded after an eventual nominee has enough delegates to win. Howard Dean is NOT Terry McAllife. FL and MI had every opportunity to play the game by the rules. They chose to ignore the rules, now the democratic party will choose to ignore them. They will come to the convention, take their seats, wave their signs and the roll call will be: Delaware...District of Columbia...Georgia...Guam.. Florida's votes will not be recorded until after a nominee is elected...most likely the same with Michigan.
