It wasn't just because of capital gains tax, it was from freeing up money that had been held captive by the high capital gains taxes that the Dems had put in and wanted to keep. Capital gains taxes are double taxation that discourage investment. Any economist will tell you that. If you want to encourage investment and economic growth, you don't want them. You'll more than make up the loss in the new jobs you create.
