Way OT: "this country's energy policy". The more electricity
(energy) one uses, the better rate one gets.

<=500 kwh, 12.5c/kwh + $5 to $7 minimum monthly charge.
<=1000 kwh, 10.9c/kwh
<=1500 kwh, 10.8c/kwh

just one example of various way the 'authority/gov' is
encouraging consumption of energy. Same for those tax credit
for Hummers/heavy duty trucks.
