Of course they do. Just look at the host of new financial cripples who didn't realize the importance of, or know how to read their Option ARM mortgage agreements.

OTOH, in 1955, you had picked that all up by the fifth grade in the worst public school. Today you need to spend $20K annually for the first two years of college to master that knowledge.
